The 2025 HLOM at a Glance
The 2025 High-Level Officials Meeting (HLOM) will take place 16-17 December 2025, with an advance day on 15 December. This event will build upon stocktaking efforts at the country, regional, and global levels, to maintain momentum and assess progress against the implementation of pledges made at the 2023 Global Refugee Forum (GRF).
The event is principally geared towards advancing the Global Compact on Refugees (GCR) and serves as a critical check-point in the build-up to the 2027 GRF. Among the themes to be covered at the event are:

Easing pressures through quality financing and climate action

Enhancing self-reliance through systems strengthening for inclusion and economic inclusion

Fostering solutions through third-country pathways as well as creating conditions conducive for voluntary return and peace-building

Advancing measures to enable progress toward those outcomes, through partnerships, protection and regional approaches.
